RESHAPING INDUSTRIES WITH AI:HUAWEI CLOUD LAUNCHES PANGU MODELS 3.0 AND ASCEND AI CLOUD SERVICES

[Dongguan, China, July 7, 2023] The annual HUAWEI Developer Conference — HDC.Cloud 2023 for this year — officially kicked off in Dongguan, China on July 7, with branch sites in more than 30 cities across China and over 10 countries globally. Developers from all over the world have been invited to attend this event, either in person or online, to discuss the booming AI industry, the new opportunities it has created, its latest applications, and their experiences working with AI.

During his keynote speech on the afternoon of July 7, Mr. Zhang Ping'an, Huawei's Executive Director and CEO of Huawei Cloud, announced the launch of Huawei Cloud Pangu Models 3.0 and Ascend AI cloud services. Guided by its three stated purposes — reshaping industries, honing technologies, and sharing success — Pangu Models 3.0 will focus on building up core competitiveness and helping customers, partners, and developers operationalize AI and drive real value creation across industries. With Ascend AI cloud services, a single compute cluster can provide 2,000 petaFLOPS of compute capacity, and a 1,000-card cluster can train a multi-billion parameter model for an uninterrupted 30 days. More reliable AI computing power has helped make large models more accessible than ever to industry customers.

Mr. Zhang said: "Huawei Cloud Pangu models will empower everyone from every industry with an intelligent assistant, making them more productive and efficient. We will uphold our mission of "AI for Industries", and use Pangu models to reshape all industries with AI. Every developer will have the power to change the world."

Reshaping Industries with Huawei Cloud Pangu Models 3.0

Huawei Cloud Pangu models were designed to focus on the practical needs of specific industry scenarios. The newly-launched Pangu Models 3.0 use a "5+N+X" three-layer architecture.

The L0 layer consists of five foundation models: NLP, CV, multimodal, prediction, and scientific computing, which provide general skills to power an endless possibility of industry-specific applications. Pangu Models 3.0 are available in different sizes: 10 billion parameters, 38 billion parameters, 71 billion parameters, and 100 billion parameters, meeting diverse customer needs and different standards on latency and response times. Brand-new capability sets are also provided, such as knowledge-based Q&A, copywriting, and code generation for the Pangu NLP model; and image generation and understanding for the Pangu multimodal model. All of these capability sets will be made available to customers and partners, and will be consistent regardless of the model size (number of parameters).

The L1 layer consists of N industry-tailored models. Huawei Cloud can provide customers with industry models it has trained on open industry datasets, including Pangu models for government, finance, manufacturing, mining, and meteorology. Alternatively, customers can train their own models using their own datasets based on Huawei's L0 or L1 Pangu models.

The L2 layer provides pre-trained models for specific industry scenarios and tasks, such as intelligent government hotline, intelligent branch assistant, lead compound screening, conveyor belt foreign object detection, and typhoon trajectory prediction. These models can be quickly deployed off-the-shelf.

This decoupled, hierarchical architecture allows the Pangu models to be quickly adapted to a wide range of downstream tasks. Customers can load independent datasets to train their own models. They can choose to upgrade foundation models, or just upgrade capability sets. Based on the L0 and L1 models, Huawei Cloud also offers industry model development suites, which allows customers to quickly train their own models using their own datasets. In addition, the Pangu models support different deployment modes, including public cloud, a dedicated large model zone on public cloud, and hybrid cloud. This helps to ensure that the varied security and compliance requirements of different customers are met.

Mr. Zhang said: "Pangu models were born to serve industry-specific needs, and we are here to help customers from every industry to develop and use large models to solve their problems in ways never seen before." Today, Pangu models are being used in a wide range of industries, such as finance, manufacturing, drug R&D, coal mining, and railway.

In terms of government services, the Shenzhen Futian district government worked with Huawei Cloud to develop the intelligent government service assistant Xiaofu, which is powered by the Pangu Government Model. This intelligent assistant can accurately understand users' intention and map it to a pre-defined service item, so that the service they are requesting can get done quickly. The Pangu Government Model has been trained on over 200,000 government data records, covering government policy documents, government encyclopedia knowledge bases, government hotline data, and other common knowledge, so it has extensive knowledge on government policies, regulations, and government service processes. Xiaofu, the intelligent government service assistant, has demonstrated high accuracy and professionalism since its launch.

So far, the Pangu Mining Model has been used at eight coal mines in China. A single model can support more than 1,000 sub-scenarios for coal mining, including digging, drivage, equipment control, transport, ventilation, coal washing, and more. It helps to build safer, more intelligent coal mines that can run efficiently with just a small underground crew or even no underground crew at all.

On railways, the Pangu Railway Model can accurately identify 67 types of freight cars and over 430 types of faults found on railways and freight cars. It can quickly scan millions of images captured by the railway TFDS system and filter out 95% of the images that are fault-free. This way, train inspectors can focus on the remaining images, and this helps them improve both efficiency and accuracy.

In meteorology, the Pangu Meteorology Model (or Pangu-Weather) is the first AI model to have surpassed state-of-the-art numerical weather prediction (NWP) methods in terms of accuracy. The prediction speed is also several orders of magnitude faster. In the past, predicting the trajectory of a typhoon over 10 days took 4 to 5 hours of simulation on a high-performance cluster of 3,000 servers. Now, the Pangu model can do it in 10 seconds on a single GPU of a single server, and with more accurate results.

In financial services, the Pangu Finance Model, pre-trained on large datasets containing data about bank policies, procedures, and case studies, can automatically generate the correct service workflows and guides for bank tellers based on the customers' service requests. This helps them handle service requests more efficiently and confidently. Essentially, the Pangu Finance Model has given each bank employee their own personal intelligent assistant.

In manufacturing, in the past, it took more than three hours to develop a one-day parts allocation plan for a single production line. The Pangu Manufacturing Model, pre-trained on data about parts and components, business processes, and rules from Huawei's own production lines, is capable of accurate intent understanding. By calling the Huawei OptVerse AI Solver plugin, the Pangu model can develop a 3-day production plan in just 1 minute.

In the field of drug R&D, developing a new drug used to take an average of 10 years and USD1 billion. Now, the Pangu Drug Molecule Model is able to accelerate lead compound discovery from several years to just one month, reducing drug R&D costs by 70%. Using this model, a team led by Professor Liu Bing of Xi'an Jiaotong University recently discovered a new superantibiotic — the first new antibiotic to be discovered in 40 years, with brand-new protein targets and in a category of its own.

Another Option to Build AI: Honing Technologies for Efficiency

In addition to better AI models, Huawei Cloud enhances the underlying technologies that power AI. These include an AI compute cloud platform built on Kunpeng and Ascend, CANN (a heterogeneous computing architecture), MindSpore (an all-scenario AI framework), and ModelArts (AI development pipeline). Key capabilities include distributed parallel acceleration, operator and compilation optimization, and cluster communications optimization for AI model development and running. Huawei's core tech trains AI models up to 1.1 times faster than popular GPUs.

Compute is foundational for training AI models. At this conference, Mr. Zhang announced the latest Ascend AI cloud services with 2000 PFLOPS of a single cluster in both Huawei Cloud AI compute centers in Ulanqab and Gui'an, China. In addition to Huawei MindSpore, Ascend AI cloud services use common AI frameworks such as PyTorch and TensorFlow. 90% of operators in these frameworks can smoothly migrate to Ascend using provided end-to-end migration tools. For example, Meitu migrated 70 models to Ascend in only 30 days. Huawei Cloud and Meitu jointly optimized more than 30 operators and accelerated processes in parallel, improving AI performance by 30%.

Previously, frequent GPU faults during training required frequent restarts. Stable Ascend AI cloud services help alleviate this waste of time. Long-term stability of 1000-card training (30 days) reaches 90%, and interruptions recover within 10 minutes.

"We now offer another option for global customers, partners, and developers to build, train, and use AI models," said Mr. Zhang.

Innovation, Reborn with Pangu

Beyond implementations across industries, Pangu models are also integrated into Huawei Cloud products and services as a massive productivity boost.

For example, Pangu automatically generates copywriting and code, speeding up product launch and user onboarding for new offerings. Cloud customer service embeds industry knowledge and intent mining, improving full-process efficiency by 30% through first-AI-then-human responses. For business intelligence (BI), NL2SQL and AutoGraph support automatic recommendations of visual charts from SQL statements. Multiple rounds of natural language interaction make it easier to present insights from data. In cloud search, multi-modal embedding and NL2API increase search accuracy for videos, texts, and graphs by 15% through powerful semantic understanding and generalization.

In addition, Huawei Cloud combines CodeArts with Pangu to build CodeArts Snap, an intelligent programming assistant for developers. Trained with 76 billion lines of quality code and 13 million technical documents, CodeArts Snap makes generation, Q&A, and collaboration smarter. It generates code through one dialog, automatically comments out and generates test cases in one click, and deploys services/apps with one instruction.

Content production and innovation are another two major themes in AI. Built on Pangu foundation models, Huawei Cloud empowers MetaStudio — our digital content production pipeline — and builds the Pangu Virtual Human Model that supports model generation and model control, trained with 200,000 hours of video and audio. Model generation and control enable easily building virtual humans for online education, entertainment, livestreaming, meetings, and more. For example, a personalized virtual human can come to life in just three minutes by uploading a 20-second video on Huawei Cloud MetaStudio's service page. Previously this took three days and three R&D engineers.

Shared Success with Customers and Partners

Huawei Cloud aims to build an open global ecosystem with a focus on developers. The cloud currently connects over 4.6 million developers worldwide and offers more than 10,000 services on KooGallery, its marketplace. Huawei Cloud provides easy-to-use, reliable AI model toolkits, MacroVerse aPaaS with multi-scenario APIs, and an AI model community with quality courses and certifications. The goal is to find the right model-market fit through partnerships and collaboration with developers.

AI models improve with quality data. Huawei Cloud joins the China Public Relations Association, Culture Big Data Industry Committee, and partners on a high-quality data alliance for industry models. The alliance will aggregate open data from members and build datasets for varied industries.

Developers are the engine for digital innovation. The conference was also the launch of the Huawei Developer Competition 2023. With the theme of "Spark Infinity", this flagship ICT event straddled two tracks: cloud foundation and industry. The competition will be a spark lighting up China, Asia Pacific, Europe, North Africa, and Latin America, as a stage for developers to showcase their creativity in AI.

HUAWEI AT MWC SHANGHAI 2023:BOOSTING 5G EVOLUTION TOWARDS 5.5G REVITALIZE THE DIGITAL ECONOMY

Huawei has shown up in full force for MWC Shanghai 2023, with their activities all falling under their theme of "GUIDE to the Intelligent World". This year, the company's activities include an experiential tour that takes audiences to multiple cities to learn about their technology and business, as well as the launch of its newest innovative products and solutions for 5GigaGreen, 5G intelligent core networks, Intelligent OptiX Networks, private line + X products, and other intelligent digital transformation solutions.

At these activities, Huawei will also host numerous roundtables and dialogues with global operators, industry partners, and opinion leaders, to explore a variety of topics which include speeding up 5G prosperity, advancing intelligent digital transformation, and striding towards the 5.5G era to realize business, industry, and social value. The company says its goal is to create new value for customers and revitalize the digital economy through sustained innovation.

Sabrina Meng, Huawei's Rotating Chairwoman and CFO, gave a keynote titled "Embracing 5G transformation". She said, "The digital infrastructure of the future intelligent world will be deeply integrated into every aspect of our lives, industry, and society. It won't be based on advancements in individual technologies, but rather on incredibly massive, complex systems – the convergence of multiple elements. It's going to require systems-level thinking and design. When watching a chess game, you can see the big picture. But when you're playing chess, you focus on the details. Likewise, systematic capabilities to integrate technology and transform management are critical for the future success of 5G. First, let's talk about integrating different technologies. We can achieve greater synergy across cloud, networks, edge, and devices through systematic design and innovation across domains. When coupled with optimization across software, hardware, chips, and algorithms, we can address the challenges associated with developing complex solutions for vastly different industrial scenarios. Next, management transformation. Digital and intelligent transformation is not just about technology itself. It's more about transforming your approach to management. Going digital requires redefining the relationships between people, events, things, and theory, and adopting a more open, forward-looking management approach to address future challenges."

There are currently over 1.2 billion 5G users worldwide, and operators who moved quickly to develop 5G are already enjoying the first wave of benefits. This is thanks to the increasing network requirements being set by new applications in various markets. In the consumer market, new services like New Calling, cloud phones, and glasses-free 3D require faster data rates and lower latency, while in the industrial market, the RedCap ecosystem has matured, the passive IoT market is expanding, and the Internet of Vehicles (IoV) requires higher uplink speeds. These all-scenario applications are expected to result in 100 billion connections. These new service models are also expected to drive industry upgrade that will create a second wave of benefits.

Commercial 5G services hit the market four years ago, and has since been introduced to more than 17,000 private-network projects around the world. Both revenue from 5G private networks and the number of industrial connections have tripled. In addition, many operators have leveraged the CNY10 billion in revenue earned from 5GtoB private networks to drive a CNY100 billion increase in DICT revenue from cloud, data storage, and platform services. While many 5GtoB services were piloted in China, they have since expanded to other parts of the world, and have been commercially replicated in Asia Pacific, Europe, the Middle East, and Africa. These services allow industry customers to reduce costs and improve efficiency, while enabling intelligent digital transformation in industries like manufacturing, ports, mines, oil fields, and healthcare.

5.5G is also rapidly approaching for the communications industry. 5.5G technologies are expected to improve network capabilities 10-fold and create 100 times more business opportunities for operators. At this year's MWC Shanghai, Huawei is showcasing four of the major features of 5.5G – 10 Gbit/s downlink, 1 Gbit/s uplink, 100 billion connections, and native AI. It is also exploring the five connectivity areas expected to go mainstream with 5.5G – connectivity for people, for things, for vehicles, for industries, and for homes. Huawei has already started helping a number of operators around the world begin commercial verification of 5.5G. The 5.5G industry will continue growing quickly as the first release of 5.5G standards is expected to be frozen in the first half of 2024 and related technologies have already been extensively verified.

TANZANIA YANG’ARA DUNIANI MATUMIZI YA TEHAMA SERIKALINI.



Tanzania imetajwa kuwa miongoni mwa nchi zinazopiga hatua kubwa katika matumizi ya TEHAMA kwa kushika nafasi ya 26 kidunia na ya pili barani Afrika baada ya Mauritius. Hayo yamebainishwa kwenye utafiti uliofanywa na Benki ya Dunia (WB) kuhusu ukomavu wa matumizi ya Teknolojia duniani katika utoaji wa huduma za serikali na ushirikishwaji wa wananchi (GovTech Maturity Index) Ripoti hiyo ambayo inatokana na utafiti uliofanyika mwaka 2022 katika nchi 198 duniani, inabainisha kuwa Tanzania imefanikiwa kupanda daraja kutoka kundi B hadi kundi A na kushika nafasi ya 26 ikilinganishwa na mwaka 2021 ambapo ilishika nafasi ya 90. Kwa upande wa Afrika, utafiti huo ulihusisha nchi 49 ikiwemo Tanzania na matokeo yamebaini kuwa, matumizi ya TEHAMA nchini yamepanda na kufikia asilimia 0.86 wakati Mauritius ina asilimia 0.864.Tanzania imepanda kutoka nafasi ya tano mwaka 2021 ambapo ilikuwa nyuma ya Afrika Kusini, Ghana, Kenya and Rwanda hadi nafasi ya pili mwaka 2022. Katika ukanda wa Afrika Mashariki, Tanzania imekuwa kinara kati ya nchi 13 zilizofanyiwa utafiti ambazo ni Burundi, Comoros, Djibouti, Somalia, Ethiopia, Sudan Kusini, Sudan, Eritrea, Kenya, Uganda, Rwanda, Seychelles na Tanzania ambapo matokeo yanaonyesha kuwa Tanzania imepanda kutoka nafasi ya tatu mwaka 2021 hadi nafasi ya kwanza mwaka 2022. Kwa mujibu wa ripoti hiyo iliyotolewa mwezi Machi mwaka huu, sekta za elimu, afya, fedha na kilimo nchini Tanzania ni sekta zinazoongoza katika utoaji wa huduma za serikali kupitia TEHAMA na kurahisisha upatikanaji wa huduma hizo kwa wananchi. Aidha, ripoti hiyo imebainisha kuwa, mafanikio hayo yanatokana na utayari wa serikali wa kuimarisha matumizi ya TEHAMA katika Taasisi za Umma, uwepo wa dira mahususi kuhusu sera ya TEHAMA, Sheria, viwango na miongozo ya Serikali Mtandao, mikakati madhubuti na utekelezaji wake unaosimamiwa na Mamlaka ya Serikali Mtandao (e-GA). Utafiti huo uliangalia maeneo manne ambayo ni mipango na usimamizi wa TEHAMA serikalini ikiwa ni pamoja na uwepo wa Miundombinu ya Kuhitafadhia Mifumo (Data Centers), Miongozo ya kubadilishana taarifa kwa mifumo ya Serikali na uwepo wa mifumo shirikishi, ushirikishwaji wa wananchi kupitia majukwaa ya kidijitali kwa kupima utaratibu unaotumika kwa wananchi kutoa maoni kwa njia ya kidijitali, majukwaa ya kidijitali yanayotumika kushirikisha wananchi, taarifa za wazi pamoja na tovuti za Serikali.

Eneo la mwisho lililoangaliwa ni uwepo wa nyenzo wezeshi za teknolojia serikalini kwa kuangalia Sera ya ubunifu wa teknlojia, sheria na kanuni, ujuzi katika masuala ya dijitali na programu mbalimbali zinazotumika kuimarisha TEHAMA serikalini.

Aidha, utafiti huo umetaja mifumo ambayo imesaidia kuimarika kwa matumizi ya TEHAMA katika Taasisi za Umma nchini kuwa ni pamoja na mfumo wa e-Mrejesho ambao unawawezesha wananchi kuwasiliana moja kwa moja na Taasisi za umma kwa njia ya kidijitali, ili kuwasilisha maoni, mapendekezo, maswali, pongezi au malalamiko yao sambamba na kufuatilia utekelezaji wake ndani ya Taasisi husika.

Mifumo shirikishi katika Taasisi za Umma Vituo vya kuhifadhia Mifumo (Government Data Centers) Mifumo hiyo ni pamoja na Mtandao wa Mawasiliano Serikalini ambao umeziunganisha Wizara, Idara na Wakala 72 pamoja na Halmashauri 77, Kituo cha kuhifadhia data cha serikali, Mfumo wa e-Office ambao huwezesha na kurahisisha shughuli za utawala za kila siku ndani ya Taasisi za umma ikiwa ni pamoja na mzunguko wa nyaraka ndani ya Taasisi.

Mifumo mingine ni huduma za mtandao ambazo hurahisisha upatikanaji wa huduma mbalimbali kwa wananchi kidijitali, huduma hizo ni pamoja na Ajira portal, Mfumo wa Malipo Serikalini (GePG), Maombi na utoaji wa leseni, hati ya kusafiria n.k. Vilevile, Mfumo wa MGOV ambao ni mfumo jumuishi wa utoaji wa huduma kwa njia ya simu za mkononi Serikalini, mfumo huu unarahisisha na kuharakisha utoaji wa huduma. Mfumo wa mGOV umeunganishwa na watoa huduma wote wa simu za mikononi nchini Tanzania na unatoa huduma za ujumbe mfupi wa maandishi (SMS) kupitia namba jumuishi 15200 na 15201 pamoja na huduma za menyu ya USSD kupitia namba jumuishi *152*00#. Aidha, mfumo wa MGOV unaruhusu Taasisi za Umma kutoa huduma kupitia namba binafsi za Taasisi, mfano wa namba binafsi za Taasisi ni 199 ya Wizara ya Afya inayotoa huduma na taarifa za COVID-19, na *113# ya PCCB inayotoa huduma ya kuripoti matukio ya rushwa. Hadi kufikia Julai, 2022 Taasisi zaidi ya 254 zinatumia mfumo wa mGOV kutoa huduma, baadhi ya huduma hizo ni SMS za manunuzi ya umeme (LUKU), SMS za huduma za malipo ya Serikali (GePG), Huduma za kikodi (TRA), Huduma za Ardhi, Huduma za afya (NHIF, CHF) nk. Pia, Mfumo wa GoVESB ambao ni Mfumo shirikishi unaounganisha mifumo ya Taasisi za Umma kuwasiliana na kubadilishana taarifa, Mfumo huu unatumika kupunguza urudufu wa mifumo pamoja na kurahisishsa utendaji kazi wa taasisi za umma na utoaji wa huduma kwa wananchi.

Mingine ni Mfumo wa ukusanyaji wa malipo Serikalini (GePG), Mfumo wa ‘Ajira Portal’ ambao hurahisisha utoaji wa matangazo na maombi ya nafasi za kazi kwa njia ya kidijitali. Mfumo wa Ulipaji Serikalini (MUSE), Mfumo wa taarifa za Usimamizi wa Ushuru na forodha (TANCIS), Mfumo wa Usimamizi wa Taarifa za Watumishi Serikalini (HCMIS), Mfumo wa manunuzi mtandaoni (TANePS) na Tovuti Kuu ya Serikali.

Licha ya kuimarika kwa matumizi ya TEHAMA nchini, ripoti hiyo imebainisha kuwa pengo la kidijitali limeongezeka katika nchi masikini zenye uchumi wa chini na wa kati kutokana na uhaba wa fedha pamoja na kutokuwepo kwa sera madhubuti kuhusu TEHAMA. Utafiti huu umekuwa na manufaa kwa mataifa mbalimbali kwakuwa unaangalia zana zinazotumika katika kuimarisha TEHAMA kwenye mataifa mbalimbali pamoja na kuainisha maeneo yanayotakiwa kuboreshwa zaidi.

MKURUGENZI wa Maji na Usafi wa Mazingira wa Mamlaka ya Udhibiti wa Huduma za Nishati na Maji (EWURA)  Mhandisi Exaudi Fatael,amewataka Madiwani wa Jiji la Dodoma kuhamasisha wananchi kuhusu umuhimu wa uvunaji wa maji ya mvua kutokana na hali ya upatikanaji wa maji kwenye jiji hilo kutoridhisha.

Mhandisi Fatael ameyasema hayo leo Mei 12,2023 jijini Dodoma ,wakati  akifungua mkutano wa madiwani hao kuhusu umuhimu wa matumizi ya vyanzo mbadala vya maji jijini hapa kwa niaba ya Mkurugenzi Mkuu wa Mamlaka ya Udhibiti wa Huduma za Nishati na Maji (EWURA).

Mhandisi Fatael amesema kuwa  pamoja na hatua ambazo EWURA imeendelea kuchukua, hali ya upatikanaji wa maji jijini Dodoma, imekuwa si ya kuridhisha na kwamba Mamlaka ya Majisafi na Usafi wa Mazingira Dodoma (DUWASA) kwa sasa ina vyanzo vya maji vyenye uwezo wa kuzalisha maji lita miliomi 67.1 kwa siku wakati mahitaji ya maji kwa siku ni lita milioni 133.844.

“Hii inapelekea upungufu wa lita milioni 66.744 ya mahitaji ya maji kwa siku. Hata hivyo asilimia 28 ya maji yanayozalishwa hupotea. Kutokana na upungufu huo na maji yanayopotea, huduma ya maji inapatikana kwa wastani wa saa 10 tu kwa siku,”amesema Mhandisi Fatael

Aidha amesema kuwa vyanzo vya maji katika Jiji la Dodoma ni visima virefu ambavyo uzalishaji wake hautoshelezi mahitaji hivyo maji hutolewa kwa mgao kwa wastani wa saa 12 kwa siku.

Mhandisi Fatael,amesema kuwa  utekelezaji wa suala hilo unahitaji ushiriki wa wadau mbalimbali kama Mamlaka za Serikali za Mtaa katika kutafuta suluhu ya kuimarisha hali ya huduma ya maji.

“Madiwani wanayo nafasi ya kutunga sheria ndogo ndogo, kusimamia na kufuatilia utekelezaji wake na kutoa elimu, inatoa rai kwenu, madiwani, kutoa hamasa kwa wananchi mnaowasimamia katika maeneo yenu, kuweka mikakati ya kuvuna na kuhifadhi maji ya mvua, wakati hatua mbalimbali za kuimarisha huduma ya maji zikiendelea kuchukuliwa na DUWASA,”amesema 

Awali Mstahiki Meya wa Jiji la Dodoma Mhe. Prof Davis Mwamfupe,amesema kuwa Jiji litahakikisha linatumia elimu hiyo ya EWURA ili wananchi kuona thamani ya kila tone la maji na kuyavuna.

WACHUNGUZI WAPIGWA MSASA KATIKA UCHANGUZI MASUALA YA KIFEDHA NA KIDIGITALI


Kamishna wa Maadili Mhe. Jaji Sivangilwa Mwangesi akifungua mafunzo kwa wachunguzi kutoka Sekretarieti ya Maadili ya Viongozi wa Umma yaliyohusu Uchunguzi wa masuala ya fedha na Uchunguzi wa kidigitali. Mafunzo hayo yalifanyika leo Mei 8,2023  Jijini Arusha.

Katibu Idara ya Usimamizi wa Maadili, Sekretarieti ya Maadili ya Viongozi wa Umma Bw. John Kaole akitoa neno la utangulizi katika mafunzo kwa wachunguzi kutoka Sekretarieti ya Maadili ya Viongozi wa Umma yaliyohusu Uchunguzi wa masuala ya fedha na Uchunguzi wa kidigitali. Mafunzo hayo yalifanyika leo Mei 8,2023  Jijini Arusha.

Watumishi wa Sekretarieti ya Maadili ya Viongozi wa Umma ambao ni wachunguzi wamepatiwa mafunzo kuhusu Uchunguzi wa fedha na uchunguzi wa kidigtali. 

Akifungua mafunzo hayo leo Mei 8,2023 jijini Arusha Kamishna wa Maadili Mhe. Jaji Sivangilwa Mwangesi alisema kuwa Sekretarieti ya Maadili ya Viongozi wa Umma imeona ipo haja ya kuwapatia watumishi hao mafunzo hayo kutokana na kukua kwa sayansi na teknolojia katika maeneo mbalimbali kama vile biashara, mifumo ya fedha , na maeneo mengine ambayo yameleta mabadiliko makubwa katika utendaji kazi wa Serikali na sekta nyingine . 

Mhe. Kamishna alieleza kuwa kutokana na changamoto zilizobainika wakati wa utekelezaji wa baadhi ya majukumu ikiwepo suala la kufanya uchunguzi wa masuala ya fedha na uchunguzi wa kidigitali Sekretarieti ya Maadili imeona ipo haja ya kuwapatia watumishi wake mafunzo hayo ili kupata elimu ya uchunguzi wa kiteknolojia.”Tumeona kuwa ni lazima kujifunza na kuelewa namna ya kufanya kazi kulingana na mifumo hii ya kidigitali kadri inavyobadilika ili kupata matokeo mazuri hasa katika nyanja hii ya uchunguzi” alisema.

Aidha Mhe. Kamishna alisema kuwa matarajio ya Sekretarieti ya Maadili ya Viongozi wa umma katika mafunzo hayo ni kuwapata watumishi ambao wataweza kuwa wakufunzi watakaoweza kuwafundisha watumishi wengine namna ya kufanya uchunguzi wa kifedha pamoja na uchunguzi wa kidigitali katika kukusanya taarifa zinazotokana uchunguzi mbalimbali.”Tumewaleteni nyie wachache ili mkawe waalimu kwa watumishi wengine ambao hawapo hapa” alisema .

Awali akielezea majukumu ya Sektetarieti ya Maadili ya Viongozi wa Umma Katibu Idara ya Usimamizi wa Maadili Bw, John Kaole alisema kuwa pamoja na majukumu megine Sektetarieti ya Maadili ina jukumu la kupokea fomu za tamko la Rasilimali, Maslahi na Madeni ya viongozi wa umma na kufanya uchunguzi wa awali wa ukiukwaji wa maadili ambao hubainisha kama kuna vihatarishi vyovyote vya ukiukwaji wa Maadili.”Tunafanya uchunguzi wa awali kwa Viongozi wa Umma na endapo tukibaini kuwa kuna ukiukwaji wa maadili tunawapeleka katika Baraza la Maadili kwa ajili ya uchunguzi wa kina,” alisema.

Naye mshiriki wa mafunzo hayo ambaye ni Afisa Uchunguzi Mwandamizi kutoka Makao Makuu Dodoma Bw. Gideon Mafwiri alisema kuwa watumishi hao wamekua na changamoto ya kukosa weledi wa kutosha katika uchunguzi wa masuala ya fedha na uchunguzi wa kidigitali iliyopekelea kushindwa kupata taarifa sahihi katika uchunguzi wa masuala ya fedha na kidigitali” Tumekutana na baadhi ya viongozi wa umma hususan wafanyabiashara kuendesha biashara zao kimtandao na sisi hatukuwa na uweledi wa kutosha katika eneo hili la uchunguzi hivyo baada ya mafunzo haya ni imani yetu kwamba tutakuwa na weledi wa kutosha katika maeneo hayo,”alisema.

Mafunzo hayo ya siku tano kwa watumishi hao yaliongozwa na waratibu kutoka Taasisi ya Kuzuia na Kupambana na Rushwa kutoka Makao Makuu Dodoma.

PROF.MWERA:AFUNGUKA UMUHIMU WA MAFUNZO YA VETA KWA VIJANA NCHINI

Mkurugenzi wa Taasisi isiyo ya kiserikali ya Prof. Mwera Foundation ya mkoani Mara,Hezbon Mwera, akizungumza na wadau wa sekta ya elimu na walimu katika mkutano wa wadau wa elimu 2023 Mkoa wa Singida.

MKURUGENZI wa Taasisi isiyokuwa ya Kiserikali ya Professor Mwera Foundation,Hezbon Mwera ameitaka jamii kuwapeleka katika Vyuo vya Ufundi wanafunzi waliomaliza au wanaosubiria matokeo ya kidato cha nne na darasa la saba ili waweze kusomea kozi za muda mfupi ambazo zitawasaidia kuongeza utaalamu Pia,ameiomba serikali kuanzisha mfuko wa elimu katika kila Halmashauri lengo likiwa ni kusimamia ubora wa elimu.

Prof.Mwera ameyasema wakati akizungumza na walimu hao kwenye mkutano wa wadau wa elimu mkoa wa Singida wa mwaka 2023 ambapo amesema kwa kusoma kozi za muda mfupi zitawaongezea sifa mbalimbali katika utendaji kazi wao katika miaka ya baadae. Pia ameziomba Halmashauri kuanzisha mfuko wa elimu kwani utasaidia kuweka sawa ubora wa elimu pia kusaidia vijana wenye uhitaji ndani ya halmashauri zao. Vilevile, amesema wazazi wana jukumu la kuhakikisha mwanafunzi anapata chakula kipindi anachokuwepo shuleni ili kumfanya azidi kuelewa kwani baadhi hushindwa kufanya vizuri kutokana na njaa. “Utoaji wa chakula sehemu zingine wameanza na uji,hili ni suala muhumu,siku moja muwaite wazazi kwenye kikao muwashindishe na njaa kuanzia asubuhi mpaka jioni ili waone umuhimu wa watoto kupatiwa chakula shuleni. “Mwingine unamwelewesha lakini anaona serikali ina wajibu wa kufanya kila kitu ikiwemo kutoa chakula hapana, Serikali haiwezi kufanya kila kitu,” amesema Mkurugenzi huyo. Mkurugenzi huyo amesema mpaka sasa wamewasaidia vijana zaidi ya 3500 ambao kibajeti ni zaidi ya shilingi bilioni 3 kupata elimu ya ufundi bure bila malipo toka 2019 mpaka sasa kupitia chuo cha Tarime VTC Chenye usajili namba REG/NACTVET/0587 Kinachomilikiwa na Taasisi ya Professor Mwera Foundation. Amesema pia wanawasaidia watoto yatima ambao wanaishi katika mazingira magumu kuanzia elimu msingi sekondari pamoja na vyuo vya ufundi. “Tunafursa ya kusaidia wale wanaotoka katika mazingira magumu ili waweze kufikia malengo.Maisha haya tunaishi kwa ajili ya binadamu wenzetu.Mipango tunayoweka hatuwezi kufanikiwa pasipo kupitia kwa binadamu wenzetu. Tunapotamani kushikwa mkono nasi pia lazima tushike mkono watu wenye uhitaji.. tutendee watu yale tunayotamani kutendewa pia. “Haya tuliyofanya inawezekana tukashindwa kuona faida yake kwa sasa, lakini kizazi kijacho kitakuja kufurahi kwa haya tunayoyafanya kwa sasa. “Sisi tunasisitiza vijana kujiunga na vyuo vya ufundi na mwaka jana zaidi ya vijana 500,000 waliofanya mitihani waliopata divison one mpaka three ni zaidi ya 150,000, division Four mpaka ziro ni zaidi ya nusu ya waliofanya mtihani,” amesema Prof.Mwera Amesema vijana hao wako wapi wanafanya nini, hivyo ni lazima wahakikishe wanaenda katika vyuo vya ufundi ambayo vitawasaidia kupata ujuzi badala ya kupotelea mitaani na kuingiza Serikali hasara ya kurasimisha mafunzo yaliyopatikana nje ya mfumo chini ya Ofisi ya Waziri Mkuu.

Serikali kupitia Ofisi ya Raisi Tawala za Mikoa na Serikali za Mitaa (TAMISEMI) imeipatia kibali Taasisi ya Professor Mwera Foundation kuhamasisha vijana kujiunga na vyuo vya ufundi Stadi Nchi nzima kazi ambayo tayari inaendelea.

ROYAL TOUR YAONGEZA MAPATO NA KULETA HAMASA KWA WATALII DUNIANI.

Katibu Mkuu Wizara ya Maliasili na Utalii na Mwenyekiti Kamati ya Kutangaza Tanzania Royal Tour Dkt.Hassan Abbasi amesema mapato ya utalii yameongezeka maradufu kutokana na watalii kuongezeka nchini ikiwa ni matunda ya Royal Tour, ambapo mapato ya jumla ya sekta ya utalii yameongezeka kutoka Trilioni 3.01 mwaka 2021 hadi Trilioni 5.82 na kuifanyaTANAPA na NCAA kuvunja rekodi ya mapato.

Dkt Samia Suluhu Hassan, Rais wa Jamhuri ya Muungano wa Tanzania, alipozindua filamu ya Royal Tour jijini Arusha na hatimaye watanzania wengi kuiona kwa mara ya kwanza filamu ya “TANZANIA; THE ROYAL TOUR"


Aidha ameeleza jinsi ROYAL TOUR ilivyojenga hamasa kwa watalii na wawekezaji, sasa hamasa hiyo pia imekuwa na manufaa kwa sekta ya usafiri wa Anga kama takwimu za Manufaa kwa Uwanja wa Kimataifa wa Kilimanjaro pekee kama sampuli ya ndege za Kimataifa Zaongeza Ruti Tanzania Miruko ya jumla ya ndege za kimataifa KIA iliongezeka kwa asilimia 28 kutoka miruko 6,115 April 2021 hadi 7,850 April, 2023.
